How can I make a rectangle a set size in Photoshop

This should be easy, I want a rectangle 960px by 80px, with an x of 20px.

In Flash I would draw a rect, click it, and set the 3 values in the property inspector.

But in Photoshop, I pull up the info window, hit CTRL+T, and have to drag it the dimensions I want? Isn’t there a way I can just type in the dimensions?

Plus, even if I drag it to the right size, it anti-aliases the outer lines.

Any idea how to do this? I wish I could find a training video on doing website in Photoshop, but all Photoshop tutorials ever seem to want to show you is stupid image editing stuff.
