How can you put this effect using after effects

Hello… I’ve seen a site which has this effect that looks like the effect from the RING… I was wondering how can you add this effect to a movie from flash… here’s the link http://clients.metacatalyst.org/cepalco … I was hoping someone could tell me or a tutorial something in adding that Tv interference effect… im a newbie in this…:+)
