Ok, looks like electron used the color mixer with a radial gradient, and choose orange for one end of the spectrum, and then for the other side turn the alpha to 0%. Then he made the circle into a movie clip, and added a script to control the onMouseover fades.
The second one is a combination of the same, a movie clip, then action script to control the shake and have it ease back to the middle of the border.
