How to import pictures on Flash

Hi, I want to draw my own face. I want to do so by uploading a picture on Flash and import on stage and modify it so that I can use it as a template to draw over. How do you do this? I know you go to import >import to stage but each time i try draw over the uploaded pic, it doesn’t draw on the pic. Thanks
