  1. How can i make my own scroll bar (the thing on the side that u move to go up and down the page

  2. how do i make a glow effect like a neon light glows round the edge?

oh so THATS what a scroll bar is!
neon lights? either use gradients or another program like photoshop/fireworks/after effects etc
