How to smooth my animation

i have a flash animation in which the objects are animated on a rate of 4 frames per second. this however made the animaton looks amateurish and it is not smooth at all. it gives me the appearance that the objects are moving, then stop, then move, then stop and this goes on till it reaches the end of the timeline. how do i improve it in a way that it does not give this impression? thanks
