Can anyone recommend a good html mailer program?

uh, you can’t do it just in html. need some other backend technology like php or cgi. never managed to get cgi scripts to work for me though :S
I dunno… mby he/she just asked for a mail program like outlook or sth whihc is able to send out mails with html enabled… dunno
