In Properties view Convert to CSS Button is disabled

Hi Guys…

I am trying to once example in Flash Builder 4. but i got one error.

[LIST=1]
[] when I go to In Design mode, select the Label control that reads Company Vehicle Request Form.
[] After that when i go In Properties view, then i want to click the [COLOR=Red]Convert to CSS button[/COLOR].
[/LIST]
But that time Convert to Css button is disabled.

so which one step i missed in that, can you tell me?
