Inertia/rubberband effect

can anyone help me with this effect. i saw this effects a couple of times on the web and i was wndering how they done it?? heres how it goes… a certain word or letter suddenly stops and bounce/stretch from one side to the other until it settles down…like a rubber band or something …i would really appreciate any help…tnx yah all
