Is there a certain Website Structure?

I am compiling something like a checklist for creating a website structure, so i can apply this checklist to all websites i am going to develop.

Say for instance once a website is developed, i have to ensure that the essential pieces of information have been entered so the site would function properly and adhere to certain HTML requirements.

Here is the checklist i have compiled so far in order of sequence:

  1. Document Type Declaration (at the top of the page).
  2. Meta Tags (so search engines may index the page).
  3. CSS Link Files (that is if i have used CSS).

Can someone advise me on anything else i may need to add to this or should i begin to learn Dreamweaver as i understand it adds all the above functions automatically?
