Jpeg effect

in the site: http://www.visionmodels.ro/ there is a simple masking effect on the picture when I rollover with the mouse on the models, for example. How create the same effect on a JPEG? Also without the “mouse over effect”… I think that they use a semi-transparent mask, but I don’t know how work with it. Does exist a tutorial for this beautiful effect? Thanks
