MCs not activating while in another MC?

I have actions on MCs that I’m trying to get to tell another MC what to do, but that MC wont do anything while it’s inside another movie clip, which it kindof needs to be in. Why doesn’t the clip work when it’s inside another?

I would assume it has to do with referencing.
