Movie clip frame rate

is it possible to change the frame rate of an indevidual movie clip? my entire site is running at the defualt 12fps, but there is a movie clip within it that plays when you rollover something. I would like that one clip to play at 20fps. I thought if I just opened the clip and changed the fps it would work, but it changed for the whole swf, and oddly it even changed an external swf that is loaded into the scene. so, can I adjust only a movie clip’s fps without effecting the entire scene? also how come when I changed the fps in one swf, it also changed in the externally loaded swf? thank you much.
