Golden rule about getting help - post the .fla! That way it is more likely that someone here will be able to sort things out for you. 
yeh you had the easiest idea there. just use different layers. put the stuff u want on top in the top layer, and put the snow on the lower level. it should work.

-I tried this but for some reason it still goes on top of the other layers, no matter if they’re above or below the snow.
