Need Help with False 3D Effect

Hi there,

I hope this is the proper location for this thread. Anyways, I was wondering if anyone has a tutorial on how to achieve this simple and widely seen effect found at:

I know it is mapping 3d co-ordinates (x,y,z) on a 2d plane (x,y). Variations of this kind of effect have including increasing the speed of the rotations depending on where the mouse is moving, and actually rotating the axes themselves.

I know that has a tutorial on rotating a 3D Flower in their tutorial section, but it never explained the theory behind it. Can anyone give me a bare-bones no frills explanation/file on how it works? Any help would be appreciated.
