Need help with if/else statement

hello I’m new here and i have question about if/else statement involving a timeline. they want all the events to pop up with the press of a button but if there are already events turn on in the timeline for them to stay and for the rest to turn on as well. can any of you guys give any advice on this. thx in advance.
