That’s done with fades and tweens mostly… Run at a high frame rate to make it that smooth. 
i’m talking about that waterfall effect
i guess it’s a bitmap with transparency, ask Alex i think he’s got the same effect on his footer… and there was a thread about this not too long ago…

it does have some sort of water/smoke effect…
just hit the ‘send PM’(private message) button on the bottom of the post and ask him how he did that, or, if he happens to come down here, he’ll tell you…
