Pictures in Windows XP

If you open up your “my pictures” folder and view it in “filmstrip” mode, you have to option to flip your pictures if you took your picture with the camera tilted 90 degrees. Does this deteriorate the quality of the image everytime you flip? You know how everytime you save a JPG, it gets blurrier and blurrier. Is it the same concept here?
