Well…okay. The graphic is certainly different, but I believe the tutorial is the method in which to achieve what you need.

As for the URL, it looks like the hover message has;

  1. the text message
  2. an off-white rectangle
  3. a rounded rectangle that has alpha at about 40

Hopefully, that’s what you’re needing.
