Preloader not showing till 25%

i have a scene with a preloader on it (it also has some graphics on there which is my original thought as to why its not showing until 25%) and it doesnt show till it gets to about 25%. i tried making all the layers guides except the preloader so they dont export in the scene but that didnt help. the second scene is the main scene that houses everything from content to design. any ideas why this is happening and how to correct it?
