Preloader problem

I have been using the following tutorial to make a preloader, and when I use it the percent and bar starts at like 65 percent. Should I use another tutorial or what? Thanks.

you might be exporting something on the first frame from the library or a sound attached as part of the preloader.

Is the preloader actually loading something or is IT all that’s in the SWF?

i have a frame with a little stuff in it. Pretty much the same as the .fla file.

the loader starts at like 70 percent, is it cause the thing thats getting loaded is so small? Thanks.
