Preloader question

My preloader is not loading right from the beginning, it seems like it will only show up at about 80%, from about 1%to70% it isn’t visible. Is there any way to fix this, because it happens with all of my pages and websites that I have worked on. I would appreciate any help…thanks a lot in advance.
