Preloader starts at 47%

I’m trying to make a preloader to a movie, and it works fine, except the fact that it starts at 47%. Why doesnt’t it start at zero?

I also tried copying the a preloader from a tutorial, and it still started at 47%.

I’m using flash MX.

Any ideas?
