Preloaders, break it all down for me

i was checking out this tutorial http://www.kirupa.com/developer/mx/percentagepreloader.htm and was wondering if as long as i have all the AS listed in the tut if thats all there is to making custom preloaders or is this good for just this specific one. Thanks everyone.
