Question about Preloader?

Hey guys I have a quick question for whoever can help… I want to put a preloader on my flash file but i am already 10 scenes in… I can put a preloader in a make that the first scene and direct it to the next scene right… I tried doing that and when i tested it it stayed at the preload scene and the bar just stayed at 100%… It never went to the next scene… Anyone know why and Am i diong somthing wrong?
