Scroll bar when its not needed

On the site i’m working on only some of the pages require a scroll bar, the content is centered horizontally so when you move from pagest that require scroll and those that don’t the content shifts left or right a bit. Is it possible to force the browser to put a scroll bar on the side even when it’s not needed? Basically just a grayed out scroll bar as a place holder?
