i am working on getting a box with a scroll bar but i can never seem to get it to work. any ideas?

is there a way to make the text box semi transparent?

PROBLEM:*(

i have the scroll box on my main page of my site But i tried to add it to the home page(when you click on the link for home and displays the same text as the opening page) the scrool bar moves away from the text box.

any ideas
