Scrollbar track size problem

the file i attached is a scrollbar fla that i downloaded and altered. i scaled down the height of the scroll bar track, and now when you scroll down, the scroll bar will proceed past the end of the track in order to view all of the text. how can i get the scroll bar to snap to the track? this is my first time messing with scrollbars, hope someone can help -sean
