Sound maker?

i’m making some music stuff and um…is there a “sound maker” software? like, a lot of the games come w/ .wav sound files like “BOOM” “CRASH” “KA-CHING!”. how do i make any sounds? i’ve got acid, but it only does loops stuff using those sounds…
