Spanish Encoding- Any spanish speakers that can help with encoding?

Hello Forum!
I’m having issues with encoding- parts of my website looks fine- but sometimes errors appear.
My website HIHUAY เว็บหวยออนไลน์ จ่ายเงินจริง ไม่มีเลขอั้น เว็บหวยอันดับ 1

Notice the:

[LEFT][COLOR=#000000][FONT=Helvetica]
No M�s Comentarios[/FONT][/COLOR][/LEFT]

So some accents don’t get shown properly- I was hiding this with images at first :cantlook:- but I figure I should do it right.

Any ideas?
