I created a animation of a couple of stars zooming by, and I was wondering if anyone knew a place to download a free sound effect that sounded like a sparle or some sort of a starry tingle?

usually a search in google for “free sfx” will do good. www.flashkit.com have a few good sfx in there. But if all else fails try and get a sample of some indie CD or kids CD. There usually pack full of sfx.
If you have a PC mic i know its sounds rough but a bit of rice on a glass tumbler should give a nice effect.
Sorry i cant think of any URL’s of the top of my head, feeling a bit under with a cold /flu (SARS, lol) or something.
