I have built a site with a “sign up” button which loads a simple form that overlays the entire site when loaded…

i’ve looked at tabbing tutorials and have managed to get the tabbing to work completely when published through flash.
the problem is online: i am loading the form into level7, however when I tab through the form the cursor is picking up all other symbols even those on the _root level and level2.
Is there a way that I can confine the tabs to the form regardless of what page it is overlaid on and what surrounds the form?
Any help much appreciated as always.
