Text below x-axis for gar graph

http://www.avgifter.com/forum/graphasp.swf is what I have by the help of pro and people on this forum. I also would like to put the year, 1996, 1997 …2005, for every bar but do not know where to start looking for help. Everything from pointing a direction to the solution is very muck appreciated since this is not my glass of beer.
