I’m trying to achieve a scrolling effect like this one.

I’m trying to achieve a scrolling effect similar to that where the page will scroll with the mouse and rotate like that, also have a maximum scroll and rotation, but also be able to be pushed aside for sub content.
I’m obviously not asking anyone to build the whole thing for me, just point me in the right direction. Any help would be appreciated.
