Is there anyway I can publish flash where there is no BG? So I can place it on top of something else outside of flash?

It only works in IE on Windows. So pretty much any other browser and operating system will show the background color and IE on Windows will be transparent so I don’t recomment it unless you want to restrict your viewers to IE on Windows (not a smart idea).
Other than that… nope, I don’t think theres another way.
u mean publish in swf or html or exe?
I have a flash, and I need to publish it out so it can be transparent on a PHP theme. So it will be right over top but everything under it will show
