Uploading Images

Hi, I am using Dreamweaver 8 to build a website. In the website I want to have a photo section. Is there any way possible to add an upload feature where visitors can simply browse for a picture on their computer, click submit, and have it either sent to my email, added to the gallery, etc.??? Sorry I am pretty new to building websites so please be detailed and simple when explaining. Like after someone uploads an image where does it go? what programming languages do I have to use? what code do I put in them? Thanks a lot any help is greatly appreciated.
