Great layout! Time to flash it up a bit. 
Random take-it-or-leave-it thoughts:
Perhaps a less boring background? Like a stained oak table or something. It looks a little too “sleek” for being on a rumpled piece of paper too. un-align some of the text boxes or sections so they look a little more scrap-book like.
It looks nice, it would be cool to see a working site instead of a pic though.

unfortuntaly the client couldn’t afford any more than the .psd layout.
All the flash and additional pages are in the hands of another designer
if that were fully flashed with quirky buttons and a flowing interface, that definitely could be a SOTW…
