My client wants to produce something similar to this:

where video footage of a spokesperson is superimposed over a regular html page.
If it was a site done all in Flash, I realize it would be easy. But since the bulk of the pages will not be done in flash, does anyone know the best way to accomplish this?
There are products like Rovion that do this, but they’re expensive and cumbersome.
Any tips would be appreciated.
