What do they mean?

whenever i see people write on their website, 5 star experience with flash, and 4 star with fireworks and stuff, i wonder, how much experience actually? meaning any given task, he/she will be able to complete it in flash WITHOUT any other help? any explanation would be appreciated. thanks in advance.
