Let’s you develop windows applications using web languages. It’s for people familiar with web design that couldn’t develop Windows programs before because of not knowing C++ or whatnot well enough.

Is it possible to create hardware interacting applications ?

Interaction with hardware isn’t really possible at this point. Mostly just the file system. In order to keep it functioning cross-platform (Windows, Mac, Linux) they’ve simplified some things, hardware access being one of them.
