Anyone knows how to do in flash these kind of strokes (outlines) like in this puppet?

Notice that ofr exemple the outline of the eyes is more thin on the right and more big on the left, the same for the ear ans so on…
90% it’s made in flash couse that designer use flash a lot…but i’m not sure…so, anyone knows how to draw this kind of strokes in flash?
