WTF Netscape and Mozilla:Transparent Flash

I am making a site and using div ids and css to do the layout. I have an invisble flash layer on top of a layer with a selectable form and scroll bar. works fine and looks fine in IE. Looks fine in Netscape and Firefox, however I cannot drag click or select anythign beyond the invisible flash layer. ie. it wont let me scroll the texfield below nor select drop downs from the form. It gives me the “no” symbol (circle with a slash through it) Any solutions or is this just one of those unavoidale situations?
