Audio Stream Quality Terrible

Im working on a project that involves lipsynched audio. I have the audio as an mp3 (though i’ve tried wav and aiff as well) at a low quality for streaming and the file itself sounds fine. When playing the sound as an event, the sound quality is fine, but when I change it to streaming (as it needs to be for synching) the quality becomes terrible and sibilance is really noisy. I’ve messed around with pretty much every compression quality setting I can find and nothing seems to change the quality at all.

Is there some option I’m missing? I’ve tried setting the compression to everything from the most to (what I think is) no compression and I can hear no difference in the quality.

Any suggestions?

Wait, I think I just figured it out, actually. Under publish settings I set the audio stream quality to speech and override sound settings.
