Whenever I import a sound to the library, it always differs from the original .mp3 - usually making it hard and loud. What’re the best export settings you guys use for sounds such as rollover’s? I’ve messed with the settings but I can’t get the library sound to match the original mp3.

Maybe you try this, anyway maybe not.
First of all, sometimes due to the frequencies of the sound, it’s better to work directly importing wav files. For mp3 you could encode at 256 or 128, but for me 256 it’s better. If you make a mp3 player for your website it’s quite différent sound quality depend of your recording and flash don’t care of that.
And the publish settings needs to be adjusted well. Sometimes they have some confusions between the type of sound.
for me 56 Kbits/s is the minimum value for export settings.

Thanks for the advice. So WAV’s would be better suited for this? I always thought mp3 had higher quality.
