You can’t generate it with Flash. It’s done with Photoshop or something like that. It’s just 2 different picture and a mask 
This is an easy one and can be done in most versions of Flash.
You need 2 of the same image. One blurred and one not.
Put the blurred on top and make it a mask.
Make the mask disappear however you want to reveal the image below.
