!Camera Panning!

Hey, I’ve seen this effect quite a few times and I really want to know how 2 do it. What I want to achieve is when it shows a landscape such as the ocean or a room and when the mouse moves to the left or right of the picture, the picture moves. It gives the effect of moving around. Also, would there be a way to add buttons throughout the panning? Any help would be much appreciated!
