Whenever we make a change to a flash file such as moving around a picture, line or text. It seems to cut the background or button or line. Is there a setting to stop this from happening?

it’s probably because they’re on the same layer, try inserting a new layer for what you want to move, because if you draw on top of something, that thing isn’t just over the thing under it, it replaces it… this can be usefull sometimes tho
