Debugger issue in Eclipse/Flex - flash builder 57 percent

Newby needs help starting out, can’t run new or existing project, launcher says can’t find debugger. Stops at 47% every time. Can’t even get a debug folder created.

Using Eclipse 23.0.2, FlashBuilder 4.6 on Win 7.

All help appreciated.

NEW MACHINE:

Windows 8.1, fresh install of FlashBuilder 4.6, no other stuff on the box like Eclipse or whatever, brand new IE running and:

57%. “The Flash Builder debugger failed to connect to the application”.

It doesn’t say it can’t find it this time. But that language was a Win 7 error, this could be the same. In case it was, I tried to force a download, installer error pops up and says “IE 11 tells me the latest Flash browser is already installed, sorry.”

Ideas?
