I have had some good success designing my client sites completely in Photoshop 8.0. However, I am not able to come up with a cross platform solution for displaying html text in the areas I want:

In this example, the white space is there I want the site content to be, with scrollbars. I was told to use iFrames but have not have much success with that. The alignment was off, etc… Are iFrames compatible with all browser versions?
Would someone shed some light on which direction would be most effective, efficient and fundamental.
