Giving feedback when users are hovering over something that is clickable or interactable (is that even a word?) is generally considered good design. For text, you have many ways of indicating a hover - ways such as underlines, color changes, etc. For blocky, box-like things like images or divs, one of the most common things you can do is show an outline or a border around the element when you hover.
